I am 16 weeks pregnant today & I believe I am feeling occasional fetal movements? Is this possible?!?

It's not too early at all, that's around when I first started feeling mine move! and yes it feels like a twitch or a muscle spasm! You will start to feel them more frequently and you will know for sure, but it defininitely sounds like it to me!
